Ex-post Evaluation of the 2007-2013 ENPI CBC published

The Ex-post Evaluation of the 2007-2013 ENPI CBC carried out during 2017 on behalf of the European Commission has been successfully finalised with the publication of the Final Evaluation report.

The objective of the evaluation was to assess in both qualitative and quantitative terms the performance of the ENPI CBC programmes particularly their effectiveness, efficiency, impact, sustainability and EU added value, coming up with findings on the drawbacks of the current systems and operation recommendations for improving the performance of current and future programmes. The evaluation intended to have a forward-looking perspective for current (ENI 2014-2020) and future (post-2020) support to cross-border cooperation along the EU's external borders.


The Final Evaluation report includes a set of findings in reply to the evaluation questions, followed by 7 recommendations for the immediate to medium term, covering strategic orientation, programme management and technical assistance aspects. The report is supplemented by 16 annexes compiling and summarising information about ENPI and ENI CBC, including three case studies on the result and impact on specific borders and sectors (tourism development, marine environment and border management).
